  The Eastern Neighborhoods plan envisions a huge new influx of housing into the area, and city planners admit the result will be a loss of blue-collar jobs. So the city can't let the Bayshore site sit empty for years while some North Carolina–based megaretailer decides the neighborhood's fate.
