The claim, a precursor to a lawsuit, was filed Thursday by Mary Millman, who organized and operated the weekly market in U.N. Plaza for the past 10 years. The Board of Supervisors voted to revoke Millman's permit last month and placed the market under the purview of the Real Estate Division. On Thursday, Millman said, the city took over the market and effectively confiscated her business.

Kaiser Permanente began tuberculosis testing Wednesday for patients, employees and visitors who may have been exposed over the past five months to a San Francisco maternity ward worker diagnosed with the infectious disease. Kaiser said the part-time employee worked the night shift in the postpartum unit of its San Francisco Medical Center from March 10 to Aug. 10 and no longer works there.
