    Tony Layva, 35, surrendered to police Tuesday night in the beating death of Alfonso Rodriguez, 39, whose body was found Friday slumped behind the wheel of a car at Cordova and Munich streets. Police said Rodriguez, who died later at San Francisco General Hospital, was seen being beaten by two men.
