Serna and Moriyama were near the Ferry Building on the Embarcadero and were looking for Jackson because he had been involved in an altercation with another motorist, according to police and Jackson. In his suit, Jackson said he emerged from a bathroom, saw the officers and told them he wanted to lodge a complaint against the other driver.
